Government Contract SupportEven in the days of downsizing, many small businesses find themselves doing business with the federal, state or local government, or a university. We can help get bids submitted, contracts signed, performance started, and amounts due collected. We understand Cost Accounting Standards, procurement regulations, the contract boilerplate, DD-250s, and so on. We can help you assess the technical and financial risks of offering your products or services to a government agency. We have designed systems that comply with government requirements for cost collection. These systems include proper segregation of direct cost, application of overhead costs, and the required reporting for contract compliance. We have designed systems to monitor accounts receivable for both large and small government contracts. These systems include invoice preparation and submission and well as monitoring the payment process to keep payments current. We helped a small microcomputer integrator get his money. He had managed to win a contract to provide microcomputer systems to the Navy, but could not get through the billing and collection process. He had borrowed money to buy the components, and was quite frantic. We got him in touch with the Small Business Administration, got him the forms he needed, and he collected his accounts receivable. At the other end of the spectrum, we have designed, developed and used systems that meet the Federal government's Cost Schedule Control Systems Criteria. This process, used by the government to monitor performance on large procurements, involves breaking the work down into very small chunks of work, then monitoring the cost, schedule, and budget at that level. The amount of data and analysis required can quickly become quite unmanageable if not controlled properly.
